   I once visited a town where they had a Recycling / Reusing center at their dump. It consisted of a small barn type building that had various sections marked off so that if someone wanted to get rid of a usable toilet or building supplies or household goods - they could leave them off, and others could take what they might want / need. Seems better then leaving it on the side of the road.
