Sidewalk Programs

The City of Norwich offers two sidewalk programs to property owners wishing to install new sidewalks or to repair damaged sidewalks.

Capital Improvement Sidewalk Program

  • The property owner pays for the cost of the sidewalk and driveway ramp.  Property owner costs can be financed (see following bullets).
  • The City pays for granite curbing and other miscellaneous items.
  • Property owner costs may be paid off over a 10-year period (1/10 per year) with no interest.  The property will be liened by the City until full payment is made.  A public hearing and City Council approval are required to implement a program.
  • This program involves being put on a waiting list.  Work is done as funding becomes available.  The City does not guarantee that funding will be made available.
  • Generally a group of locations is put out to bid each year based on available funding.  The contract is awarded to the lowest responsible bidder.  Unit prices in recent years ranged between the following:

                Concrete Sidewalk                $7.00 to $9.00 per square foot

                Concrete Driveway Apron      $8.00 to $10.00 per square foot


  • The property owner is required to sign a commitment agreement prior to being put on the waiting list.
  • Final property owner costs are based on field measurements of the actual quantities of sidewalk and driveway apron installed.  These field measurements are performed by a Public Works Engineer.  Final quantities may be slightly more or less than original estimate due to field adjustements. 
  • The City Tax Collector sends out a bill to the property owner when the work is completed.

Please note that if a future sidewalk project installs sidewalks at no cost to property owners, the property owner that participated in this program will not be entitled to a refund.


Curbing Reimbursement Sidewalk Program

  • The property owner retains a contractor and pays for the cost of the sidewalk, driveway apron and incidental items. The sidewalk and driveway apron must be concrete.
  • The City pays the property owner’s Contractor a fixed amount for the granite curbing. Currently this amount is $21.50 per linear foot.
  • All work must meet city specifications and be approved by the Public Works Engineering Department prior to beginning the construction.
  • On City roads, the Contractor performing the work will be required to obtain a Right-of-Way permit from the Department of Public Works.  The requirements for the Right-of-Way permit may be found on this website.  
  • Where a sidewalk is installed along a state road, the contractor must obtain a permit from the Connecticut Department of Transportation, 171 Salem Turnpike, Norwich CT.
  • This program does not involve a waiting list, but is subject to available funding.  If interested, please contact the Public Works Engineering Department to inquire about available funding.
  • In order to be reimbursed, the property owner must have had the sidewalk and granite curbing already installed and the payment request must be received by the Public Works Engineering Department within nine (9) months of the signed enrollement form date.  The City will not provide up front costs.
