The City is temporarily offering lower interest rates and waiving online transaction fees for property tax payments.
Due to the ongoing uncertainty that the COVID-19 pandemic is causing around the world, and following on Governor Lamont’s declaration of emergency, the Governor has issued Executive Order 7S which allows municipalities to participate in a low interest rate tax program.
The City of Norwich has opted to participate in this program which allows the delinquent portion of any taxes charged or assessed for Personal Property, Real Estate and Motor Vehicles to be subject to an interest at the rate of 0.25% per month on payments made between April 1, 2020 and ending July 1, 2020 - a large decrease from the normal rate from 1.5% per month. This reduction will allow more of any payment to be applied to the principal, which will help pay off the account sooner. However, if not paid within these 90 days, any portion of the taxes which remains delinquent, shall be subject to interest and penalties and the interest rate will revert to the normal 1.5% per month rate. Interest that accrued prior to April 1, 2020 will not change from the normal 1.5% per month rate.
The City of Norwich is also waiving the transaction fee for payments made through its website, either by credit card, debit card or electronic check. The transaction fees for paying property taxes online will not be passed onto the taxpayer through the end of June 2020. Please note that ALL personal property tax bills and many of the motor vehicle bills are currently with the collection agency, TaxServ Capital Services. These bills cannot be paid online without a request to have the taxes be made available. If you receive a message that your bill(s) are not available for online payment you must either email or call the Tax Collector or Collector of Delinquent Taxes with your name, contact information and what bills you need to pay. If you cannot pay online, you may still mail payments by check, cashier’s check or money order to the Tax Collector’s Office, 100 Broadway, Room 105, Norwich, CT 06360. Be sure to include pertinent information with the payment and, if you would like a receipt, please include a self-addressed stamped envelope and we will be happy to mail one back to you.
