Submission Procedure for Building, Zoning and Land Use Board Applications
The City of Norwich, including the Planning and Neighborhood Services Department is committed to servicing the community during this time of crisis.
Due to the COVID-19 situation, the hours that the office is being staffed are staggered and allow for some personnel to work remotely to curtail the potential spread of infection. The public will not be admitted into the building for their safety and that of City personnel.
All land use application forms, including for a building permit, are available online on our webpage. For the convenience of our customers, we converted all department forms to a fillable PDF format, download the form to your computer type the information in the forms and save the file. Once you save the file you can attach it to an email, along with the rest of your documents as PDF files. (Images, such as jpg and tif. files or any other photos will not be accepted)
The preferred method for receipt of all land use applications and supporting documents is through email to the proper staff member (see below list). If you cannot scan a document and save it as a PDF to attach to your email, please consider dropping it off at our office. There is a drop box located on the front stoop of 23 Union St which will be checked periodically during the weekday. Should you use the box, please send an email to the appropriate staff below so your submission can be retrieved as quickly as possible. DO NOT leave any form of payment in the box unless instructed to do so by an official able to immediately retrieve the payment from the box.
Thank you for your cooperation and patience during this challenging time. It is our goal to continue to operate as efficiently and expeditiously as possible to meet your needs.
If you need assistance understanding what information and documentation is generally required for various permits, finding information to complete permits, draw site plans, or other information please use the Permit Help and Tutorial Page
